Are Fire Blankets a Legal Requirement in the UK?

While the UK fire safety regulations don’t specifically name fire blankets, you’ll need to read between the lines when it comes to the Regulatory Reform (Fire Safety) Order 2005. It’s this piece of legislation that states all non-domestic premises – that means shops, offices, schools and hospitality venues – need “suitable firefighting equipment”.
If you don’t have them, they’ll likely be recommended on a recorded fire risk assessment. For residential lettings, there may not be a national law, but local HMO licence conditions frequently require landlords to provide them.
Once installed, fire blankets will need to meet BS EN 1869:2019, which is the product standard for their selection, installation and commissioning.
When and where are fire blankets required by law?
- In HMOs where there is licensed shared housing and the council explicitly requires a fire blanket in every kitchen. These will need to be wall-mounted and positioned a safe distance away from the hob but within easy reach.
- In commercial kitchens where it is deemed to be part of the appropriate equipment on your fire risk assessment. They are especially useful for quickly containing flames caused by cooking oil and fats.
- In workplaces such as schools and hotels, where there is any risk of potential clothing fires, a fireproof blanket would be crucial.
Your fire blanket should be visible, unobstructed and ideally placed near the exit of a kitchen. Signage should also be visible, making it easy to find and reach in an emergency.
Who is responsible for fire blanket compliance in the UK?
For workplaces and non-domestic premises in England and Wales, the “responsible person” is the one in charge of ensuring the fire risk assessment, suitable equipment, staff training and maintenance are all in place — this includes fire blankets where they’re required. In Scotland, this role is known as the “duty-holder”, but is much the same in terms of responsibility.
For HMOs, it is the licence holder, landlord or managing agent that must meet licence conditions, which include the provision and upkeep of fire blankets, where they’re specified.

Do fire blankets need to be serviced?
Since fire blankets don’t need to be refilled or pressure tested like extinguishers do, they don’t require servicing. However, you will need to ensure they are in good working condition, which means visual checks for damage and making sure the seals and pull tabs are intact. You should record your checks in a logbook as evidence that you’re undertaking this task periodically.
